Probably Porto Alegre for not being too oppressively hot in summer but also having decently cool winters. Houston is a close second for being even cooler in winter, but it can't win because the summers are so hot and humid.
Porto Alegre has decent, if a touch warm summers and a good cool season.
Durban seems fairly pleasant as well but has a weaker cool season.
Houston has cooler winters which is more interesting to me, but it is just too hot in summer. Rockhampton has pleasant winters but not so nice summers, same with Orlando.
Delhi and Hong Kong seem quite miserable in the summer, the worst options on this list.
