I'm not familiar with White Plains or Fordham but have spent quite a lot of time in Mt. Vernon and it's a nice city. There's plenty of bus service and Metro North has 2 train stations (East and West) in the city.

Actually there's three. Fleetwood Station is also in Mt. Vernon.
