What town provide good school speech therapy (Eastchester, Chappaqua: how much, school district)

We are looking to move to Westchester county something this year or early next year. Our son will need speech therapy (perfer bilingual English-Chinese) can you tell us what school district is good for that kind of service. We want to move to Pleasantville or Croton-on-Hudson, but not sure if these district will provide good speech service. Your suggestion please!!
We have friends who live in Croton who have a boy who has had pretty significant langage delays and issues. When he was in preschool and was covered by the state funding, the town was very generous and fully funded his private speech therapy (two sessions a week). Once he was school-age, and the local district starts to pay, they had to fight a lot harder to maintain coverage. The district wanted him to work with the in-school therapists, but the parents didn't want to do that since the school speech therapy is relatively limited and focussed on school performance. In the end, I believe they got partial coverage for the private therapy. Their son is now in First Grade and is doing excellently--you would never know how much he had struggled with language.
I've heard excellent things about Pleasantville's special education services all around. It's thought of as one of the best districts if your child needs any kind of extra support. Ardsley, Eastchester, and Chappaqua are also great for IEP services. But that doesn't mean that other districts wouldn't do a good job. Wherever you are you'll have to be an active advocate for your child to ensure he gets his needs met.
