How common is it for someone from Wisconsin to go to a community or technical college in Minnesota with the reciprocity and vice versa? I know its extremely common for people from Wisconsin to go to University of Minnesota and people from Minnesota to go to University of Wisconsin Madison.

I don't think it's super common, but people still do it. Someone from Hudson might want to take classes at St. Paul College, or someone from Red Wing might want to take classes at UW-River Falls, but I don't think people are moving from Duluth to Green Bay just to go to Northeast Wisconsin Technical College. However, some tech schools do have very specialized programs of study. For instance, MATC here in Milwaukee offers the only associates degree program for Pastry Arts in the entire Midwest.
