I only use it when I need immediate help with a situation or answer to a question.
I honestly haven't run into anyone in my organization that abuses it... and to be honest if they did I'd actually request that they stop doing it when sending me emails... unless it is in fact something that's actually important.
I use this very sparingly. And after I have talked to the person already. For instance, I talk to someone in IT and say I have a list of doctors that need access to this program. Then I send him the list and I will put high importance so he will see it. This might happen a couple of times a year.
If it is just this one or two people that aren't even in your direct reporting, I would ignore the high importance designation and treat it like any other email.
