We have more than enough qualified college grads. Just not enough grads who will do skilled work for Walmart associate wages and no benefits. Also the employers no longer want to spend time training people. They expect "turn-key" employees which isn't very realistic or reliable.
When you have a significant number of college grads working low wage jobs, underemployed and having huge employment troubles there is no shortage of college grads. When temp agencies are able to offer science grads $12-15 an hour and companies chose to hire STEM workers on contract and not even try to retain them there is a vast oversupply of STEM grads. In short, there is a vast oversupply of college grads not a shortage. The h1b program and other importation of skilled workers is a business attempt to replace skilled Americans who won't work for crap wages, perma-temp, and abusive exploitative conditions with desperate and cheap third worlders who will.
Another part of the problem is companies using college degrees as a screening tool rather than a necessary qualification. When companies can demand degrees for secretary and other low wage work it is yet another sign there is no shortage of college grads.

Today, we're a knowledge based society and if there aren't enough college grads to support the nation, we have to import them. Sadly, that's been the focus of this nation. Importing labor rather than producing qualified knowledge workers.
You must be kidding right? I am sure the college graduates driving the hotel shuttle to pick us up from the airport would disagree with you there. The US has never been in a worse shape and is getting worse by the day.

The shortage is not of college grads, but of college grads capable of doing the work. Many diplomas are nothing more than smiley face stickers. Fortunately, we have a world full of intelligent and motivated people to draw from for people who can really do the work.
Yes companies can bring in cheap slaves from third worlds rather than train and develop American college grads because the h1b crowd are a captive audience with limited abilities to quit and seek work elsewhere when companies inevitable do not pay them what they are worth and instead give standard 1-5% raises and work them 60+ hours a week.

When I was hired last year, two out of the three guys that held the role were H-1B. One H-1B left the company, the guy who wasn't an H-1B was here then (but promoted) and has since left the company, and the other H-1B was promoted and remains here.
When a company sponsors someone for an H-1B, I thought there was a burden on the company to prove that there were insufficient Americans capable of doing the work, and the H-1B was brought to fill that gap. What's amusing is that after the last H-1B was hired for this role, about half a dozen Americans were hired for the role and are doing it fine.
There is endless demand for American's willing to work for $10/hr. Not the same $10/hr being offered 10 years ago (when it was still pathetic). Nope, they really are offering the same hourly wage, even though inflation has totally shredded it to nothing. LOL, so ya, if you are willing to sell yourself short, there's a job out there for ya. If not, then they will create one. They'd be stupid not to, if you were willing to work for so little.

There are definite shortages in labor. Not general labor, but the kind where you have to know a thing or two. Unfortunately, the entry level wages attract only chronic drug users and all but the least trustworthy and responsible of young adults. Work conditions are becoming unsafe because all the brains have been sucked up and propelled towards the collage track.
Since wages have not budged, nothing has changed, even though these problems have been acknowledged for quite some time now.
