Every type of business I want to start one day cost millions or possibly billions of dollars too start. Why am I attracted to things that are WAAAAAAAAY out of reach.

The types of businesses I want to be able to start one day are Internet Service Provider (wired if still relevant), mobile phone network (like AT&T or Verizon or Sprint), mobile networks could replace wired Internet one day, some people NOW rely on mobile Internet alone, the other type of business I want to start is a TV Show/Movie Streaming service like Netflix or Hulu Plus or Amazon Prime.

So you want to start a multi-billion dollar business and are surprised that it would cost billions?

Starting a Chick-Fil-A franchise is probably the least expensive business you could start.

$10,000 initial commitment

But you then specified telecom as the example - which isn't exactly something any Joe Schmoe can just do on a whim. There's a bit of a difference between tutoring kids on the side vs. opening a local coffee shop vs. starting the next Verizon. But their all businesses.

To answer your question - there are likely more businesses that cost less than millions to start than those that do.

You can also buy existing retail businesses (auto shops, coffee shops, convenience stores, etc.) for tens to hundreds of thousands of dollars (and some will even include the real estate).

I set up a local ISP from the ground up. Six second hand servers, rack space, and an internet connection. If you know what you're doing, it'll cost less than $100,000.

Haven't set up a Telco, but it's probably the same: you lease services through one off the big names and only host user info.

How'd you get the funds? Kickstarter?
