go to the bathroom to blow your nose every hour. and use the tissues at your desk to wipe (no sniffling/blowing at your cube).

I wish that were true. The loudness of a person blowing their nose is directly related to the exact shape & acoustic properties of their sinuses, along with the amount and consistency of their, how to say, mucus. A loud nose blower can reduce the velocity and therefore the decibel level of the act, but the result is a poor blow that must be repeated much more often.

Cannot stand the sound of someone sniffling all day. In fact, one of the criteria that I had for getting married was no allergies that caused any sniffling. Constant sneezing and coughing are also on my list. There are plenty of non-drowsy OTC meds that work great.

I wouldn't say it was passive-aggressive (more 'direct' and 'constructive'), but you are definitely getting on this co-worker's last nerve. Someone who 'quietly' sniffles again and again rather than use a tissue is really grating to some of us.

You made me smile, because I remembered that my dad blowing his nose (into a handkerchief! How old-fashioned!) invariably sounded like a short, loud blast from a car horn. It delighted me as a small child.

Well, that makes things kinda awkward to know. I could list hundreds of things that people do that get on my nerves but that I choose to ignore because I don't want to make them feel awkward.

To clarify, I'm not so much irked by the fact that my coworker was annoyed, but rather at the way she handled it. 2 jobs ago a coworker kindly asked me to stop tapping my fingers on the table (I didn't realize I was doing it) and I didn't feel irked at all.
