I feel that good management teams that eye good quality talent will implement these sorts of policies. They tend to realize the value of attracting quality talent to their organization.
I worked for an IT company that had similar incentive programs. End of quarters would warrant a nice company-sponsored lunch or they'd bring in booze on a Friday afternoon. During the summer months, we had Summer Fridays where employees could take a half day every other Friday.
You'll notice that at the best companies to work for, they usually have nice incentive programs and a ton of flexibility for their employees.
