Of course that's the risk- but I would be that most that are posting here are well under 50 years old so I would keep that in mind..

so lets say tuition is $7,000 for that semester, and the employer pays say $4,000 per semester, that means he only pays $3,000 out of pocket, but then gets say $5,000 scholarship, and basically profits $2,000 ?!?!?

Yes, that is a Felony.
He should be in jail for this. Rob $100? You're going to jail. Defraud taxpayers or charitable entities set up by the private sector of $5,000? Give yourself a slap on the wrist and a pat on the back because you are well on your way to becoming a Washington lobbyist or Wall Street corporate welfare leech.

The "but I'll pay it back!" is laughable. Imagine if any thieves or welfare leeches could get out of it just by returning what they stole.

I have never heard of any Business nor Corporation who actually pays Upfront to encourage upgrading credentials..MOST if not ALL up here..say they will re-emburse once completed and passed..so will get paid back to the person who paid for whatever course/credential course taken.

So My question is..OP..Why would any company fork over thousands of dollars upfront without expecting some sort of monthly statement from beneficiary of such a expenditure....Somethings wrong with their financial management??

While with good intentions..many employees may not able to juggle the books/costs ..Obvioiusly a huge problem occurred..when some absconded with funds provided..and OP, your husband got caught up with the scammers..You husband admitted..mostly due to ignorance..and I'd bet he has paid back every dime too..

I think because of my experiences..I found this scenario so weird..because I have never in my whole career had any courses paid by workplace or any other entity until I provided my passing mark and receipts for costs?? Thus my

He was probably bonking his secretary too and was about to be outed so he resigned so his wife wouldn't find out. This wasn't just about this issue if he went to such drastic measures so fast.

Yeahhh I'm going with that!
