If someone is fired from a local government job could they eventually work for state government in the same state? (employees, applying)

Someone brought this up to me at work and I was unsure. The only thing I was sure about was that the person could not apply for another local government job. But what if the person applies for a state government position? That should be no issue right?
Correct. Termination from local government would not necessarily block one from state employment. It certainly won't help the applicant, but there isn't a statutory impediment, at least not in my state.

I'm in local government and while we will not let someone fired apply again, we don't have any communication with other local governments. There is no law, it would just be a matter of what the applicant tells the next agency about their reason for leaving. When verifying, we give only the dates of employment and job title. On the other hand, some of us managers have contacts in other agencies and we may talk "off the record."

He was fired from one government job after he was arrested for bashing my head in, but he went on to higher employment in the state using his connections. If you know the right people you can get just about anything.

Not necessarily.
My situation is a bit different. I "resigned" from my job with local government and got a job with another state after that. The only job in between was one that was not in any way related and I didn't put it on my resume.
Generally speaking, agencies (especially from local to state) don't talk to each other enough to know that kind of stuff. The only way I could see it being an issue is if you worked for the local government in a Capital city and worked closely with state employees.
It could also depend on the field. Some fields are small and everyone knows everyone else.
