I think if you come to your supervisor and say "Hey I have an issue figuring out how to do X. I looked at A, B and C and talked to Jane about previous projects and can't seem to come with a solution" Your manager would be fine.
However if you are coming to your manager and say "Hey, how do I do X?"...then there is a problem.
That's exactly how I see it. I've been on the other side, and few things annoy me more than getting my work interrupted by someone who needs to be spoon fed more than once on a rather basic question or problem which he or she has brought to me before.
On the other hand, I'd have no problem stopping what I'm doing to help out someone who clearly made an honest attempt at figuring out how to do something with no success.
There had to be a triggering event. Or, more likely, a last straw.
My money is on constantly having to intervene between bickering employees over issues having little or nothing to do with the actual work, but rather personal interactions inappropriate to the workplace.
She sent this email today to everyone explaining that too many staff members are just asking for assistance and not trying to resolve the problem first. So basically she wants to get paid to do nothing and not help her staff.
So now what is going to happen is people will be afraid to ask for help and will screw things up. Now if the same person asked for help 3 times in one day then I could see how that would be annoying but just once a day if you are a new employee?
I think you are oversimplifying. She is not getting paid for nothing - that would not be tolerated. Her boss allowed her to send the email. (Even if they wanted to pay her for nothing it would not be your business.)
That aside, I have a few relatives and friends who got tired of staff coming to them complaining about what amounted to personality conflicts. So they told people not to come to them until they had attempted to resolve the problem, and that they need to also present their idea for a solution.
I suspect there is a lot of information missing from your story. Most likely people are wasting management time with petty issues and problems that they could solve themselves.
Your concern about people being afraid and new employees is lame. That's also not your business. Just do your job.

But if a manager refuses to help me out with something I never done before or don't have access to or unable to resolved after I tried, that is what I called a lazy pathetic manager
Obviously, that is what she wants the employees to do. Try. Not lazy, it's called time management. And employees are hired to do a job.....eventually if employees can't be bothered to do their job those employees get fired.

I agree. My sister supervised about 70 hospital dietician employees years ago. She said all the bickering and whining and bringing it to her to resolve constantly drove her nuts. She had to lock her office door at times to even get her work done. She eventually asked for a demotion.
Sounds like a good, solid, manager to have. I love it. Now to be fair to the OP, he or she may have been under the more modern micro manager style which is "don't do anything without checking with me first" before getting this boss which kinds of trains you to bring everything to them. When I first started years ago, my bosses were of the first type, which I loved, but the last few years, they've been of the second type, which I hate. Like our current one. Not only will he not allow any of us to make a decision on our own, he won't make one either. So things sit and stew.
