I feel like in an alternate universe at my job. A huge global company and my supervisor asked our coworker to take her place since she accepted another position. This coworker is one of the worst offenders of calling in or leaving early and is late everyday. So you promote them to supervisor without giving other employees a chance to interview?

Focus on your job hunt and stop worrying about your dysfunctional employer. It's why you're trying to leave, right? Hopefully, soon, it won't be your problem any longer.
OP, it seems you spend most of your time focusing your efforts on seeing whether a person is late, calling in, or otherwise causing problems. I see a thread almost every day from you on a similar subject. Why not spend time working and on finding another job instead of keeping tabs on who calls in late or sick or who leaves early on a different day>
There's a tried and true concept within organizations - particularly larger ones - of letting people "fail upwards" until they wash themselves out. It saves the trouble of having to pay them severance or give the qualified leader a headache (just those under the incompetent leader, but those people don't matter to corporations).
Strategically, it's a strategy that works, but it does tend to be infuriating to experience.

Because the work load is crazy and when you have to cover for someone else you can’t even go to the bathroom without coming back to 20 emails. It’s an email every few seconds.
My point is how they can promote unreliable employees and not anyone reliable. Also everyone promoted is under 35.

Based on your post, I think it's safe to say they are promoting the reliable person and the unreliable person is sittings at the desk posting to City-Data.
