Memories of "The Office."
I know a couple of firms like this -- both partnerships. One office manager, who was a junior partner (less than 5% partner stake), would always come up with "motivation programs" for the non-partner staff (both salaried and hourly). Bonuses would include various freebies that vendors had provided to the firm or giveaway junk from conventions attended by the partners (like coffee mugs). The quarterly employee winner would get a framed poster with some aphorism about hard work or perseverance. LOL.
Bonus money was NEVER awarded to non-partners. Nor were raises customary. All the cash was retained for the partners. This is really not that unusual among big firms if you substitute C-level for partners.
