Probably just Canadians selecting Canada out of nationalistic reasons.
I don't think you'll hear anyone who actually does say that Canada is 'better' than USA for surgeons or studying surgery.
It's really only better if $$ has no importance whatsoever, and you really want to remain/stay in Canada.
Generally speaking, most Canadians who study to be surgeons, would love to go down to the States and double or triple their incomes, I've never heard of an American surgeon who wanted to make the move to Canada.
As far as programs to study Surgery...I think it depends on the individual institution and its reputation for surgery, more than which country in general is better - they are both large countries with an enormous amount of variation of surgery related programs.
I think the question was to study surgery, not to make a living out of it.
US has a better education system for medicine (in terms of number of available top quality institutions). US also has a better income for Drs.
But for an international students, US may not be a good "value".
Actually the US and Canada medical programs are relatively the same, the only difference is that the US have more schools. Unlike Law, it doesn't really matter it you go to a top medical school or not.
As for Income, it's true that American Doctors gross more than Canadian Doctors, but American Doctors have huge overheads compare to Canadian doctors (due to malpractice insurance), that (depending on the field) Canadian doctors will actually net more, than their American counterparts.

Wow, Thanks for this info. Unless you're a dermatologist, you're just making regular non-MD level money. So much goes into theie education (time and money) and they only net $130-$200k? that's not good at all!
Think the low salary thing might happen more often than some realise in health, NJBest. I have 6 years of university and a professional Master's and working in the health system I started out at... $20/hour. Although we do get regular (every 6 months) raises until we max. out. For a doctor who has double this length of education they overall get paid about double what I get, so it works out at the same.
