Guys, what happened to Paris in the past five to ten years? Why the lowest poll rank and the hate? Is it clearly just because of security issues and terrorist threats/attacks?

I think it's just a hard competition. Plus this is an American forum. Ofc London and NYC are ahead.
Tokyo is extremly underestimated .
In term of security, it's the only ultra safe city of these four.
NY, Paris or London are in the three most hated countries by terrorists. We know what happened in uk yesterday, in Paris in 2015 or in NY too.
I would put London second most safe anyway, maybe just a feeling because it's more clean.

But Japan is an ally of the three most hated countries. Wouldn't the terrorist hate the allies of "the west" equally?

No, "the West" is a couple tiers higher on their death wish list.
