I think Australia, specifically the Outback can resemble the SOuthwest. The area around Ayers Rock in central Australia has the red stones similar to Utah. Coastal Australia also has a surfing and beach culture similar to California.

I would add Argentina to the list.

There is a desert area in Argentina that has a huge cactus "Cardon Grande"
which is very similar to Saguaro Cactus in US SW Sonoran desert.

I found another place which looks a little bit like the southwest.

Wadi Rum in Jordan. Wadi Rum has sandstone formations that resemble those of the Colorado Plateau. Also, the Petra, Jordan vicinity. Petra itself is located in canyons carved from red sandstone. In Saudi Arabia is Al Ula, also noted for its red sandstone formations.
