Both would be smouldering, radioactive ruins. It would end as a draw.
Nuking would not only affect the warring countries, but the global climate as a whole. Ash would block the sun's rays if enough got into the atmosphere. Crop production would effect many countries due to this effect. Nukes are just not an economically acute decision.
The UK would win because we have virtually every European country on our side and also the commonwealth of nations (Canada, Australia, New Zealand etc) and because the US normally starts the wars so virtually the whole world would be in Britain's side.
Though you know the French are just going to back out or change sides once the war starts up...
And the Spanish will want too much in return to join the fight and the Italians will lose a few battles and go home. The Germans can fight, but they might go a different direction(watch out Poland).

Good point! Also keeping the USS Constitution and the heavily rebuilt USS Niagara as museum ships. Still I think that many Americans do not know what war the Star-Spangled Banner is from. And its probably good thing given the state of the American educational system that its called the War of 1812!
Anyway IMO the War of 1812 is greatly overshadowed in America by the American Revolution, the Civil War and WW2.
