But not all of Lagos is slums clearly a city won't function if it was just people living in slums.

Not like tourists will say ''Hey look we're in London lets see the poor people in East London''

If 70% of the residents of Lagos live in slums, Lagos is a slum city.

The reality is the slums, not some upscale commercial centre which is just a few % of the city.
