I’ve been there once, and it felt really contrived. I’ve been to DC 4 times since, and it never occurred to me until now to even remember National Harbor.

The thing which occurs to me is that it’s not the neighborhoods which are missing, it’s the transit. Make the transit useful, and the neighborhoods will follow, assuming the zoning and parking minimums allow it.
