Brazilians teams did not play the Libertadores in early years because you Argentineans and Uruguayans beat too much.
For example Santos of Pele played Libertadores only the 3 first editions (won 2) in his 15 years of hegemony. You only have this numbers because Brazilian teams started to exite for Libertadores in 80 years
The participation of Brazil is also more diluted among São Paulo, Rio de Janeiro, Porto Alegre and Belo Horizonte. All the four can be considered world's capitals of football, without much prevalence of one of them.
I think many more cities and countries can be counted as powerhouses aside from Spain, England, Argentina and Brazil. Also powerhouses come and go and have their ups and downs.
