Trump is more bothered by China is making a lot of money in global trade, then tariffs on self combating "unfair trade" isn't good as a weapon. That'd be like shooting oneself because of loosing a fight, would it? In the end, China would be fine because of its dominating global trade position. High prices, shortages in products just bring inflation, crashing the stock market.

You need to do some simple research as to how many tariffs the U.S. has imposed on some foreign goods versus where those goods originate from and compare how they impose tariffs against the U.S.
