I think it's in northern Norway, although the Russians like to swim in ice water in the arctic region.

The Arctic Ocean is one great big water park and the icebergs get used as slides. Just ask the polar bears what they do on vacation at the north pole.

It's not the northernmost, but it's definitely unique, and probably the norther most "tropical" resort.
