I'm from São Paulo. Perhaps because I lived my entire life here, seas of high rises don't impress me at all. In fact I don't like high rises, I do prefer European-style cities with lower but beautiful buildings, such as Paris, Vienna or Prague. And Seoul looks so similar to São Paulo to the point that it's even difficult to tell each one apart if I look to a random picture of each city, without a landmark. Even those featuring mountains in Seoul could easily be in the northern side of São Paulo, which also features a mountain range (Serra da Cantareira). So I'll vote for tie.
