In which country are there interesting people to meet, I mean open and broad minded people, in the city ?
Have you heard about places like that in the world ?

What makes you think Russians are open-minded? It not only helps a bit to speak Russian. You basically must speak Russian. The attitude towards Brits and Americans have become worse in recent years. |

Actually when I first saw this subject, the very first city that came to my mind was Las Vegas , Nevada. I used to work there on and off for about four years doing promotional work at the Hotels and Convention centers, especially when Comdex came to town in the 1990s during the Dot Com Bubble era before it all burst.
First, it's very International, you get visitors from just about everywhere on the planet.
Second, it's like being on this giant movie set with alot of those eccentric Celebrities and masses Hollywood Extras everywhere. 
Third, "open minded people" ???  Let's see how does the advertisement go ???  Oh yeah
"What happens in Las Vegas, stays in Las Vegas"
