It's a bit of Kesha's sarcasm, making fun of socially inept men. In the song she's telling a man to not call her again until he grows a pair.
Homework assignment: listen to Kesha's "Animal/Cannibal" CD. Repeat about 50 times. Then you'll have a new favorite album and artist, and understand her humor. Wow she really rocks!

It's on her Animal/Cannibal deluxe album. Just take my advice and go buy it. I did. Kesha rocks!!! I can listen to her A/C five times in a roll as I drive and shop, drive and shop, shop and drive.
The word is 'mangina.' It's a play on word 'man' and 'vagina.' She's telling the guy to either act like a man or don't call her until he is done whining. It's a good song. In fact all of Kesha is good. Just sayin'.
