From my experience, there is nothing that can be done to "force" people to pick up after their dogs. Either they care enough to do it or they don't.

Do a neighborhood watch thing with digital cameras. When the offender is caught in action, print and post pictures all over the neighborhood.

Public humiliation works very well.

Then again, some people are just so nasty they are ashamed of nothing. But at least you'll know where to send the bill.
