Observed tomatoes in ice bath that was only on bottom of pan. Informed facility that if they want to use ice baths they must completely surround pan. Informed facility that they may use time in lieu of temperature on tomatoes. If facility wants to use time in lieu of temperature they must have a written procedure and must time stamp food with the time it was taken from cooler and the time (4 hours later) that the food must be discarded.
