Smoking shall be prohibited in all public places except in designated smoking areas. OBSERVED RESIDENT WALKING AND SMOKING THRU OUT PREMISES,AND PREMISES HAS SMOKING ROOM. INST CAN NOT SMOKE INSIDE ESTABLISHMENT. PER CITY RULES MUST SMOKE 15 FEET AWAY FROM ESTABLISHMENT
