Can Username get re-used?

I replied to a post from Mikey0915 in Education (a 15yo student) when I look back to see his other post he is talking about buying a home in Austin Texas, in 2009.

Is it the same person? or Did he just pick the same username someone in 2009 used for few months then abandoned?

You can't use someone else's name unless you have a password to their account. Even if it's been dormant.

Looks like the OP thought they would get more "genuine opinion" if they posted as their son on that particular thread. They got called out on it, though.
