No. The age of majority is 18 but doesn't have anything to do when its legal to buy cigarettes; states can enact different statutes for that.

Perhaps it's to give a young person an extra year to be smart enough to not start smoking. It's wonderful not to be addicted to cigarettes. I can go to a movie now and not be wishing I was in the lobby smoking. Free! Free at last!

Alaska raised the age from 18 to 19 in 1997. One likely reason for this is the adoption of the federal Synar amendment and resultant federal regulation; see About Synar | SAMHSA. Although the state could have left the legal smoking age at 18 and still been in compliance with the Synar regulation, I'm guessing the age bump was part of the state's efforts to support the goal of reducing youth access to tobacco products. Alaska also imposed a significant bump in the state tax on tobacco products in the same year. Alaska's legal drinking age has also been bumped around in the past. Guess I came along just at the right time, since I turned 19 in 1970. Of course, I had consumed a beer or two before then.

Alaska used to have one of the highest rates of cigarette smoking in the nation. I believe it's now well in the middle, which is a big improvement.
