Hip-hop is not African-American, even though African-Americans fervently claim it it to be 'theirs.' Its a mixture of African-American, Latino, African and Caribbean culture and beats.
Hip hip IS African American. Some Puerto Ricans(Not any other "Latinos") and West-indians were involved in the early days because they lived in the same communities, but that does not change the fact that it is a music genre that was innovated by inner city American Black people.

That's the reality of U.S history though. For most of U.S history, people were White or Black and to a lesser extent Native American or "Asian/Oriental". There were no other minority groups until recently.
The City has 40,000 policemen. However, crime is mostly Black- on- Black. And yes, there are homeless, mentally-ill people that can get rowdy sometimes, but the overall rate of crime has dropped dramatically, since 9/11, for a city of about 10,000 people.
When visiting any city, one has to take precautions, and that means not taking for granted anything, or being in isolated areas, at any time, or getting too friendly with strangers.
Being out at 3 o'clock in the morning, is asking for trouble, because that is about the time that most bad people, bent on doing crime, will be out, hunting.
So, like the song says, "It is up to you, New York, New York."
