So, can someone explain to me how Haiti, the poorest and least white country in Latin America has a MUCH lower crime rate than many other Latin American countries? The DR, Puerto Rico, Mexico, all of Central America, and most South American countries outside of the southern Cone have higher crime and homicide rates than Haiti despite being significantly whiter or mixed with white.
Also, Cuba which is majority mulatto and black(at least 70% of the population combined), has one of the lowest murder rates in the Western Hemisphere.
At the end of the day, there's many other factors in the mix such as political corruption, presence of gangs, cultural norms, police presence, etc. more than just race.

Only Guatemala, El Salvador and Honduras have high crime rates. The rest of Central America is not that bad and have lower crime rates than Haiti.

Panama and Belize definitely have higher homicide rates than Haiti.
But I was definitely wrong about Nicaragua. I forgot Nicaragua was a peaceful oasis in the region. Costa Rica's murder rate has rose up sharply over the years so I have no clue about that.
The murder rate in my city, Sao Paulo, the largest of Brazil and Americas is just 6.1 per 100,000 today much lower than the Brazilian average and closer the rates of big cities in the US and Europe.
The main reason is because we don't have drug dealers gang's war over here. Most of this murders in others states of Brazil are people involved in drug dealers activities.

For comparison, PR, Mexico, are infiltrated with Drug gangs/Capos and have murder rates in the 20's
Honduras , Salvador etc are on a whole other level of dangerous with rates up over 50.

Haiti is by far the poorest county in the hemisphere, I wouldnt trust its homicide reporting data one bit. I'd say in the very least it's on par with Dominican Republic
Also the Pacific coast of South America tends to be well...pacific. Bolivia, Peru, Ecuador all have very moderate homicide rates
