San Diego is a good bet temperature wise, but you will have to watch out for areas with high crime rates. Like most big cities, the more you pay, the safer you are. Lots of areas along the coast just north of San Diego as well. Weather in San Diego has long been touted as the best. Also, North of Los Angeles...Ventura County. Nothing beats Santa Barbara weather if you can afford it. Pure paradise.

Sierra Vista may not be a "major" city but it has beautiful weather, great shopping, a farmer's market and it's only about an hour's drive to Tucson. The COL in Sierra Vista is also less than Tucson. Last winter, we twice had a light dusting of snow that evaporated before 10 am but left the mountains gorgeous. We only had a couple of nights with frost warnings and most winter days were in the 50's. Also SV is usually about 10 degrees cooler than Tucson so it doesn't heat up as much during the summer

Word is Prescott weather's a LOT like from Virginia to NYC if talking winter cold; what makes P nicer is the lower humidity and more sunshine.
