Beijing is often underrated. Many people think it is a Stalinist capital city with a bunch of historical sites only. But the truth is, Beijing is also the center of contemporary arts in China, and most top artists live in Beijing.
I definitely would vote Tokyo as the funnest city in Asia, the streets were very alive and the city doesn't lack any form of entertainment. The gastronomy is very diverse and fun to discover. There were bits of history from Edo period Tokyo to Meiji imperial architecture which resemble European buildings. Lots of great museums to discover and some of the most unusual ones too. Though i didn't like getting around using the Metro, it was really chocked with people! Plus it is a very expensive place to be...
If you have the money, most Asian cities would be a fun place to live.
One disturbing things is that nearly all this list is at the APEC region, but you know, Asia is a pretty vast region..........are there any cities not from the APEC region?
I would suggest Mumbai for all the reasons you mentioned.
I had a blast in Mumbai when I visited! Great food scene and so much history. I liked Delhi for similar reasons, but Mumbai is warmer year-round, so it takes the cake for me.
It all depends on what one decides is entertaining and seeking.
Phnom Penh is a fascinating city. Designed by the French.
A clean modern hotel with breakfast is $25.00. Flamingos Hotel with airport pickup.
Right downtown and walking distance to large open (tent) market.
Although Angkor Wat is not near Phom Penh, it is worth a visit.
Hanoi is also another city designed by the French. Lots to see and do with friendly locals. Again $30.00 and up for a clean hotel room in city center.
As is Ho Chi Minh (Saigon) City. Rooms again about $25.00 per night near City Hall downtown. Clean and modern.
Bangkok is huge and the nightlife is only in certain areas. So if you don't like to see girls/women prancing around then don't stay in those areas. Lot's of things to do during the day and night in Bangkok. And many good hotels from $30.00 upward. Take a sightseeing river tour and a trip to the Bridge on the River Quai.
Phuket offers multiple beach communities and each having at least one hotel. Patong being the largest tourist area. Fine hotels again start about $30.0 and up. If one likes natural beauty - Phi Phi Island.
Hua Hin is a smaller seaside city with entertainment for all. Again good hotel prices $30.00 and up. The King of Thailand has a Summer home in Hua Hin.
Chiang Mai Thailand - the countries 2nd largest city is up in the mountains and entertainment and sight seeing abounds. The climate (temperature) is a tad cooler in Chiang Mai. Take the train from Bangkok to Chiang Mai - although it usually runs over night one does get some beautiful views of Thailand during the daylight hours.
Hong Kong and Kowloon offer the tourist all of the amenities. If shopping is one of your goals, then visit Hong Kong. Hong Kong has a prolific nigh time area.
Yangon in Myanmar (Burma) as well as Vientiane in Laos offer the tourist many interesting opportunities.
Singapore is worth a visit one time. It is clean and relatively expensive.

I would add to this list Langkawi as well.
I am surprised that Dubai didn't make it to the list; but Dubai is more of a tourist magnet that captures the outbound tourism region of south asia.
You must be a female. For a male, Singapore doesnt come close to Manila, Jakarta, and Bangkok
