All I can say form reading the replies is there must be many cowardly Filipinos reading this forum. You know the same filipinos who cannot stand up to a murderer and despot like Duterte. I would say that most if not all of the political leadership came of age during periods of martial law. With the major military threat being from internal rebels they begin with a system of local patrolman forces backed by National Police forces backed by the Army with preexisting checkpoints that is foreign to Americans.
So with fear of the virus came a ramping up of the system that had already been in place. As nobody went in with the thought that they had the money and could buy their way out with purchases ventilators, mask, gloves and face shields. With Chinese being among the major minority groups the historic solutions adopted before man thought they could subdue Mother Nature
