Yes that last statement (or "non-statement") was her way of avoiding the topic. She has outright refused to discuss here citizenship status. Apparently this was done, renouncing her US citizenship, several years ago. It's possible the leaders of China allowed her exclusive dual citizenship as a special privledge, as they make the rules, but who knows.
To represent a country in the Olympics, you have to be a citizen of that country.

Yes it is so - the Olympics requires a competitor to be a citizen of the country he is representing.

I think you are confused on the topic - birthright citizenship is not relevant. Some countries allow dual citizenship (US for example, but not China unless they made some special exemption). Most countries allow various ways to become citizens.

And here's a follow-up to the situation, from the same reporter, Li Yuan.

'Chained Woman' Spurs Social Media Movement in China
The public thought it couldn’t trust a government that was not truthful about her identity and that was acquiescent when it came to forced marriages involving human trafficking.
On Chinese social media, users dug up a marriage certificate with a photo of a woman who was identified by the government as the chained woman but looked different from her. They dived into court documents that showed the region where she lived has a dark history of human trafficking.
