Sounds like some rogue officers, but things like that still reflect the level of leadership. The chief needs to end that kind of crap once and for all and he needs forceful backing from the mayor and council.

I hope that's "all" it is. I've been hearing too much crap lately about APD. Hopefully the frequency of this bad behavior is just overblown and the department can get it under control.
