What is metropolitan Atlanta's best county and why?

That's kind of like asking what the best car made is. Everyone has different desires and expectations.

However, in most economic categories and measures of overall importance (the "how bad would it be for Atlanta if xyz county slipped into a black hole" ranking), Fulton absolutely crushes. Fulton vs the entire remainder of metro Atlanta would actually be a reasonable comparison (although I think "the rest" would have edge, mainly because most of the airport is in Clayton County). Dekalb is probably the second most important county in the metro, followed by Cobb and Gwinnett in no particular order.

Fulton has the most jobs, so Fulton is #1. Then DeKalb, Gwinnett, and Cobb are all on the same level.

This completely depends on your criteria for "best". Economics? Jobs? Friendly people? Awesome shopping? Beautiful place to live?

It all depends on your criteria but I think it would have to be Fulton. It is covers just about the range of things that you would consider "Atlanta". Downtown, Midtown, Buckhead. Upscale suburbs in the north part going up to Alpharetta. Most jobs, Highest per capita income. Does well on most metrics. It is a large and diverse country, you can find about anything you are looking for somewhere in it.

Overall, I would say when considering government efficiency, schools, taxes, quality of life, location, infrastructure, retail, jobs, housing stock, etc, etc.... Cobb wins.
