I'm not sure that we can equate education funding to capital improvement funding. The former is not directly income producing, and thus tax producing. The later, in this case the stadium complex, will be and thus will generate funds for Cobb to pay the bond. So, to say they are cutting teachers and education spending but are spending money on a stadium, well, while true, it's like comparing apples to oranges to some degree. Bond investors now want to know that the borrower will generate the revenue from the application of the bond proceeds to pay for the bonds. General revenue bonds are extremely hard to come by these days.

+1 Atlanta is sorely missing the huge park areas and green spaces found in other cities. Other than Centennial and Piedmont, there really aren't very many sizeable, decent parks. It could be a park with rec room space for kids to take swimming, basketball,fine arts classes. There could also be spaces indoors for things like wedding ceremonies, baby showers, etc.

Grant Park, Chastain Park, Lionel Hampton Park, Cascade Springs Nature Preserve, Lake Charlotte Nature Preserverand the soon to start work on Westside Reservoir Park?

That neighborhood already has Grant Park and the smaller Phoenix park nearby.
