No other place in the U.S. comes to mind, but it would most certainly not be Houston.
They sometimes hold bass fishing competitions in the rivers of Pittsburgh.

Bass can be found anywhere, even in dirtier and not scenic waters like those of Pittsburgh and Houston.

Trout on the other hand, are not. The water needs to be cold AND clean.

And sorry if your idea of 'boating' only includes the motorized variety. That is not allowed on the National Park waters of the Chattahoochee for environmental reasons, something you clearly place a low priority on.

Reading is fundamental; here is the caption under that photo: "Flotilla of rafts, canoe, and kayak in the Chattahoochee River Palisades." And the first sentence of that webpage clearly states, "The 48 miles of the Chattahoochee River National Recreation Area is available for raft, canoe, kayak, motor boat and other small boat use year round."

Much more than just inner tubing, as you insinuated.
