Every other Sunday a group blasts techno/house music from the piedmont park pavilion. It's not a festival (small group) and it's a nuisance because the bass can be heard from all areas of the park (including botanical gardens) all Sunday afternoon into the night.

What is the proper way to complain to the city??

I quickly looked up the city of ATL park's permits and for amplified sound:

"the Amplified Sound Permit allows sound to reach a volume that is not plainly audible to someone at a distance of 200 feet from the noise source (200 foot radius around the noise source),or to someone outside of the perimeter of the park, whichever distance is shorter"

I wouldn't mind if the bass wasn't so loud throughout the park. Don't like how >50 people can take over a massive peaceful park every Sunday by not following the city park permit rules

I was under the impression that the usual channel for handling this is the non-emergency number of the city police. Is that not so?

(Admittedly, I've never filed a noise complaint against anyone, nor has it occurred to me to do so.)

Had to do this to a frat house back in college a couple times. I found the non-emergency number. Called and they would send someone out to do a check.

These events are permitted. They follow all the correct channels to be able to put the gatherings on.

A small group of people shouldn't be able to dominate the whole park.

I'd call 911. The cops will probably come by and tell them to turn it down.

For the longer term, why not get one of those inexpensive sound meters from Amazon, make some recordings and then take it up with code enforcement. They are now part of APD.

Good suggestion. Notify the Piedmont Park Conservancy as well. They can either explain why this allowed or take some action to limit it.

Again, this group of people has they have done every year got the correct permits with the city of atlanta.

When I've been before in previous summers there have been APD on site.

I'm not sure what the issue is?
