It says it will create 20,000 new jobs and open a new campus.
Apple expects to pay about $38 billion in taxes for the horde of cash it plans to bring back to the United States.

Okay Apple executive. Oh Vey! I’m done!

Really? Why the sarcasm? This is what big companies do. They play these kind of games. Look at Walmart last week "Because of the tax cuts, we're giving employees bonuses!!!" (just not to all employees and oh yeah we're closed a bunch of Sam's Clubs today and no we didn't tell our employees, but don't you worry about that...)

I’ve just been trained you can’t automatically assume reasoning. As a S&P 500 company, Apple is obligated to release statements of truth, and forecast for future plans accurately to stockholders.

That's debatable. Sure MARTA heavy rail > DART light rail, but there's more to transportation infrastructure than that.

Sure it helps, but the new tax laws aren't solely responsible. I'm no corporate executive, but I'm pretty sure it takes at least a couple months to plan for a corporate expansion of this size and my guess is that in this is the case, but the new tax laws probably bumped up the projected number of jobs.

It stands to reason that a reduction in taxes significantly influenced this decision. And it's not like they didn't have time to prepare for a tax cut, Trump had been promising one ever since he started campaigning.
