I have a home in Spicewood with a "Sand Filtered" septic system, My question is: Must I have a maintenance contract for this system...or be able manage it myself.

Best bet is to call the county and ask.

I've only ever had gravity systems which require pumping every few years.

The Texas Commission on Environmental Quality (TCEQ) is the State agency that enforces the State rules and regulations for On Site Sewage Facilities (including septic systems). Their owner information page can be found here Information for Homeowners . This should answer all of your questions, except if there are more stringent local regulations. There is a search function there though that can point you to the local Authority Having Jurisdiction for septic systems in your area. There is also a great deal of other very useful information on the TCEQ site.
