Depends on the contract. I would be surprised is the TAA contracts provided for that, so it would be between the roommates.

It has been a while since I rented, but iirc, the deposit was one deposit for the property, not a deposit from each renter. As such, as long as the property is being rented the deposit is not returned.

Correct, the deposit stays with the property no matter whether tenants change under the same lease agreement. The deposit is only returned when the lease ends, and we write the check to all named Tenant at the time the lease ends. Roommates have to work it out between themselves, we don't get invoved in that at all.

A lot of problems that Tenants complain about are of their own doing. I think this thread may be another example. Read everything you sign. Don't do anything not in writing. Then later if you are confused, go back and read what you signed.
