The program is - fortunately - long since extinct. Stated briefly, it was a sham and a debacle. Typical government program.
in terms of its goal, yes it didn't work out quite as planned. But for those of us who were looking to get into a new car anyway, it made perfect sense. I had a '95 Isuzu Rodeo SUV that got 14mpg and went into the Honda dealer looking for an Odyssey at a total of $6k discount. Unfortunately the dealership didn't quite trust the gov't to reimburse them so they weren't making great deals so we didn't end up picking one up. Other dealers didn't have any issues giving the credit but all we wanted was an Odyssey to be worth the effort. I kept the Rodeo only a couple more years until it's american-made transmission failed, twice.
