That was actually tried at one time, not sure why the idea died. It was a somewhat large remote operated car that fit under the front of the police car and the cop could disengage it and it would speed ahead and run underneath the fleeing car. When it got under it the top of it would discharge a huge amount of current that would shut down the electronics on the car and make it stall.

It was kind of James Bondish, but the idea was good. I guess there were too many problems to overcome with it because I have never heard anything about it since.
