A weather alert radio, keeping an eye on the weather, pre planning a flood escape route based on elevation of the roads, an emergency kit, and a updated flood policy are much better pursuits than finding a vehicle that can ford the Mississippi river.
But if you want to wait until the water is up to your eyeballs maybe you should buy a helicopter and keep it fueled and ready on your roof

There really is no good small fuel efficient car for flood areas. . That's like asking what's the best footwear for snow ... but oh by the way, I don't want to wear boots, I want to wear sandals.

Most people that don't live in flood-prone areas don't understand. I live in Atlanta and 5 feet of water accumulated in less than 15 minutes.
Now, to answer your question... A car won't really do anything. I recommend a 4Runner because the gas mileage is descent for an SUV.
