I general.. The rates may wind up being lower at the airport, however, as someone mentioned before, once you factor in the airport fees, it usually winds up being higher.
The sheer volume of airport rentals means that the rates can be lower to keep them at least somewhat competitive with local places.
Now.. As far as hotels.. I have seen hotels have rental car counters inside them. The hotels aren't actually renting the cars.. But, I was in Vegas a few weeks ago, and Avis had a counter inside the Excalibur where I was staying. Happened to pop by there about 9am one morning as I decided to go out to the Hoover Dam and Grand Canyon.. They only had 1 car available.. A Corvette Stingray for $100/day.. Which, honestly, I thought was pretty dang cheap.
Some of the low end rental car companies will be off site of airport but will pick you up at airport. Same on return. Usually less expensive. The cars may not be nice new cars so do check over carefully before taking car off lot.
I book through Southwest web site. Even if not flying on Southwest.
Usually get a cheaper rate even from renting over phone with the rental company.

I have, a hotel in my city rents cars through Avis. They have been doing that for many years.
At PVD you can practically see the cars from the rental counter. Granted, it is a small airport but they do exist.
Maybe with binoculars.

Fun car.. Glad I had the experience of driving it.. Wouldn't own one. Half because I can't see dropping $50k on a car and half because I felt like I had to fold myself up to get into it.
I found that airport weekly rentals cheaper than from the same company at other city locations. At least that was the case in San Francisco and Boston.
