I agree. If Outer Mongolian Asians lived in
West Baltimore, they would get more attention than
the present majority population there.

The OP asked why there is not the development in
Baltimore that other cities enjoy?

The answer?

Funding allocated does not reach intended targeted groups.
We are governed by rain catchers.

God sends the rain and the rain catchers catch it before it
reaches the people.

Funding does not reach intended targeted groups because the taxpayers send the tax money and the politicians catch it and put it in their pockets and into their friends pockets before it reaches the people.

Some of those people are a detriment to their own neighborhoods and need to go in my personal opinion.

It is obvious to me that there are a number of people on this post who are exceptionally bright, way above average but you have to admit there are a significant minority in Baltimore that are dumber than dirt. With a very high teenage pregnancy rate I am not surprised by the statistics.
